2019 AllOne Community Services Board of Directors

The AllOne Community Services Board of Directors guides the overall vision of AllOne Community Services and provides primary fiduciary and governance oversight for all of the programs, or the Work, of AllOne. Meeting roughly every 6-weeks this dedicated group of community leaders prays for and helps lead the organization.

Josh Hawk

Josh Hawk currently serves as a pastor in the Church in North Portland. He grew up right here in St Johns. He received his BA in Biblical Studies from Northwest Christian College, in Eugene, OR and is currently working on his Masters of Divinity at Wesley Seminary in Indiana. He serves at St. Johns Wesleyan Church as the head pastor. One of his primary roles is working with other churches in North Portland to collaborate on ways in which to serve the community. He is married to his beautiful wife, Lauren and they have three beautiful daughters. He received his BA in Pastoral Ministry.

Stephanie VanRheen

When not adventuring in the forest with her three little ones, Stephanie can likely be found serving the community in some capacity. Since graduating from Portland State University with a Masters in Urban Planning in 2010, Stephanie, along with and her husband, Aaron, and their three children, have been putting down roots in North Portland. Stephanie is passionate about making connections that strengthen the community- churches, businesses, schools, health and wellness resources- and is thrilled for the opportunity to serve AllOne in this capacity.

Jerome Devlaeminck

Jerome Devlaeminck has practiced as a CPA for over 30 years working with both for profit and nonprofit organizations. This has included setting up, training, and maintaining accounting systems as well as tax preparation. Jerome brings with him considerable experience in the nonprofit sector which is a tremendous benefit for the development of the organization.

Charlie Fraga

Charlie Fraga is a lay pastoral leader and board member of the People of Praise, an ecumenical Christian community with branches throughout North America, including a special focus in the Kenton neighborhood of north Portland. He is also President of Direct Development, Inc., a direct marketing firm that specializes in consulting with non-profit organizations nationwide, especially in the area of fundraising and strategic planning. Charlie has been building multi-denominational lay Christian communities and working with non-profits professionally for over 40 years. He and his wife, Carmen, live in the Kenton neighborhood and have 4 adult children and 7 grandchildren. Charlie believes that God wants to accomplish much of his work in the world through collaborative Christian initiatives.

Monica Seidel

Monica Seidel is a member at large. She is a Sr. Manager in Kaiser Permanente’s Care Delivery Technology Services department and has lived in North Portland since 2006. Monica and her husband Alex have been financial and volunteer supporters of Community of Hope since its inception and she joined the Board of AllOne at the beginning on 2019. Monica is passionate about health and wellness and loves serving with her fellow board members to advance the AllOne mission of transforming lives and serving our community.

Mark Gast

Mark Gast is a member at large. He and his wife Carol called St. Johns home for most of their married life. He has served in various roles within the Portland education system, most recently, in his retirement, as a long-term substitute. Mark joined the Board in 2019, but had been and continues to coordinate volunteers for Community of Hope. He is also a long-time member of Holy Cross Catholic Church (the Spanish-language service) as well as another smaller home-based congregation in the neighborhood.

Josh Duncan

Josh Duncan is a staff elder at Red Sea Church. He and his wife Jamie moved to Portland in 2007 and have called St Johns home since 2008. They love being involved in the community where they live. Josh sat on the advisory board to Community of Hope during it’s inception. He has also been on the leadership team for Compassion North Portland the last four years and is a regular attender at the All One Ministry Gatherings.

Jay Braband

Jay Brabrand is the pastor of Journey3 which is a new church affiliated with the Reformed Church in America. Journey3 is a relational church with an emphasis on loving others. Jay and his wife Barb moved to Portland from Iowa in 2010. Previously Jay and Barb planted a church in the Des Moines, Iowa area and served there for 17 years. Before that Jay was on staff with InterVarsity Christian Fellowship for many years. Barb is a professor of nursing at the University of Portland and has taught nursing for over 30 years. Jay and Barb have two adult sons. Sam is married to Stacie. They live in Fairbanks, Alaska and have three children. Ben lives in Des Moines. Jay is excited about the Church of North Portland because of the strong relationships that are developing between churches and the spirit of service we share.

 In general, the board is made up of 6-9 people, with three executive roles (chair, secretary, and treasurer). We meet in North Portland, generally every 4-6 weeks, with a 1-2 day deep dive retreat in the spring (sometimes it’s an evening and the following day, sometimes just a solid 8-9 hours together). About half of the board leans toward a more advisory and governance posture (most of their contributions come during meetings, through experience, connections, and lived wisdom) and the other half are a working board, and more involved in the week-to-week happenings of the organization.
